歐洲專利局公佈《2023年戰略規劃》

2019年6月26日EPO行政委員會一致通過了《2023年戰略規劃》（EPO Strategic Plan 2023），以實現EPO在五大目標上的新願景（new vision for the EPO distributed over five goals）。這份戰略規劃將幫助EPO應對各種複雜的挑戰，包括日益網路化和全球化的世界經濟、新專利制度參與者的出現、利益相關方更高的期望和快速的技術轉變。《2023年戰略規劃》提供了明確的方向，概述了要採取的行動和措施，及提供持續性和卓越性必須改進的項目。

五大目標及其重要措施分別是：

1.　　參與並賦予權力（engaged and empowered）--將EPO建設成一個高參與度的、知識化的且具有合作精神的機構。（Build an engaged, knowledgeable and collaborative organisation）：

不論專利制度帶來如何的挑戰，EPO組織需要敏捷並適應不斷變化的條件，才能持續提供卓越的服務。做為一個知識型組織，EPO的成功來自於高技能員工的承諾和專業知識（the EPO’s success is based on the commitment and expertise of highly-skilled staff）。因此，EPO規劃主要聚焦於能夠協助員工實現職業潛能的相關領域，以及發現、聘用並留住人才的方法，營造一個吸引並歡迎歐洲最聰明人才的工作環境，發展其才能，鼓勵發展專業，促進知識轉移和合作，並為其提供一流的工作環境。

–　吸引人才（Attract talent）

–　培養人才（Develop talent）

–　培養專業流動性，及工作和生活的平衡（Foster professional mobility and work-life balance）

–　進一步發展現代、可持續、健康的工作環境（Further develop a modern, sustainable, and healthy working environment）

–　改善溝通（Improve communication）

–　促進社會對話（Foster social dialogue）

2.　　推動資訊技術的現代化（Digital transformation）--簡化並更新EPO的資訊技術系統（Simplify and modernise EPO IT systems）：

EPO將致力於數位轉型（digital transformation），結合工具以鼓勵員工和用戶雙方參與，並簡化流程。使用一種單一的工具支援點對點（end-to-end）電子專利核准程序，進一步對現有技術資料庫進行投資並特別關注亞洲的檔案與標準。

l　　主要措施

–　　執行專利工具，透過模組化和可擴充的方法，支援點到點的電子專利核准流程（Implement a patent tool to support an end-to-end electronic patent granting process through a modular and scalable approach）

–　　改進現有的EPO工具，並管理高品質的前案圖書館（Improve existing EPO tools and manage high-quality prior-art libraries）

–　　開發新的線上用戶參與（Develop new online user engagement）

–　　和其他智慧財產局共用通用工具（Implement common tools together with other IP offices）

–　　繼續實現數位化和現代化企業服務，包括人力資源、財務、總務和檔案管理（Continue to digitalise and modernise Corporate Services including HR, Finance, General Administration and document management）

–　　建立創新生態系統（Build an innovation ecosystem）

–　　建構IT供應商管理功能並修訂IT採購政策（Build an IT vendor management function and revise the IT sourcing policy）

–　　提高EPO系統的靈活性、可靠性和安全性（Increase the agility, reliability and security of EPO systems）

3.　　加強品質管制（Master quality）--高效率提供高質量的產品和服務（Deliver high quality products and services efficiently）：

規劃主要在確保EPO能夠提供高標準的產品與服務，包含了使用者認可的對品質的定義以及更加靈活的專利核准程序。

l　　主要措施

–　掌握現有技術（Master the prior art）

–　改善品質（Improve quality）

–　提供更靈活的專利核准流程（Offer a more flexible patent grant process）

–　鼓勵合作和知識轉移（Encourage collaborative work and knowledge transfer）

–　協調和簡化專利程序與流程（Harmonise and simplify patent procedures and processes）

–　改善庫存管理（Improve the management of our stocks）

–　開發創新產品和服務（Develop innovative products and services）

4.　　積極影響合作夥伴（Partner for positive impact）--建設具有全球影響力的歐洲專利制度和網路（Build a European patent system and network with a global impact）：

EPO將加強與各成員國家專利局以及國際夥伴的合作，將對自身為其他機構提供的財政與營運方面的支持進行審核，以鼓勵這些機構更積極地參與合作活動、確保自身能夠以較低的收費且及時地提供服務並力圖將合作活動的影響最大化。

l　　主要措施

–　　加強取得專利資訊（Enhance access to patent information）

–　　改善取得專利知識的渠道（Improve access to patent knowledge）

–　　將合作的影響最大化（Maximise the impact of co-operation）

–　確定合作活動並排定優先順序（Define and prioritise co-operation activities）

–　拓展歐洲專利制度和網路的影響力（Broaden the European patent system and network impact）

5. 　促進EPO自身的長期可持續性發展（Secure sustainability）：

規劃概述了一些將確保EPO實現財政與環境可持續性發展的計畫，該機構力圖創建出一個可供公眾與私人利益相關方進行討論與分析的平臺--Observatory。此外，規劃還包含了減少碳排放量、降低能量與紙張消耗和消除塑膠的清晰目標。

–　加強管理（Strengthen governance）

–　提高流程效率（Enhancing process efficiency）

–　提高透明度和責任制（Improve transparency and accountability）

–　傳播企業可持續發展的文化（Spread a culture of corporate sustainability）

–　確保長期財務可持續性（Ensure long-term financial sustainability）

–　利益相關者參與來衡量、評估、考核智慧財產權制度的發展（Measure, evaluate and assess developments in the IP system with stakeholder involvement）

EPO局長António Campinos表示：「《2023年戰略規劃》是我們對EPO未來發展願景以及如何實現發展目標的一種清晰構想。目前，我們已經制定了一幅藍圖以實現EPO的可持續發展目標，並在不斷變化的知識產權環境中獲得成功。我們力圖將自己定位為一個具有高度靈活性和適應性的機構，以為全球的發明者提供更多的支援和更加完善的服務。儘管該戰略規劃相當宏大，但我們相信憑藉員工的敬業精神和專門知識，該規劃所設立的目標一定能夠實現。」

在經過向38個EPO成員國、專利系統使用者、公眾、智慧財產權機構和EPO員工進行2輪意見徵集之後，該戰略規劃正式通過。
